Purpose of Position
Under general supervision, protects and serves the citizens of the City of Clinton by responding to specialized ?re, medical, and rescue operations, as well as other calls for service. Operates as both a firefighter and a driver operator. Drives, operates, and maintains firefighting and rescue apparatus and equipment. Participates in various firefighting suppression and rescue operations. Participates in public relations events and performs related work as assigned. Position reports to the Shift Captain.
Essential Job Functions
- Assists the Fire Shift Captain in supervising Sub-station assigned personnel, to ensure the department’s compliance with all applicable policies, procedures, laws, regulations, and safety standards.
- Supervises subordinate personnel through the chain of command and answers to the Fire Shift Captain.
- May act as the shift supervisor if the Shift Captain is on leave or assigned to other duties as deemed necessary by the Department Chief.
- Working with other shift Senior Engineers, responsible for the creation, implementation, and documentation of shift and department training. Acts as the shift’s Training Officer.
- Ability to evaluate shift training needs, create training objectives correlated to NFPA, department policies and procedures, and or medical best practices, create documented lesson plans for consistency, instruct shift personnel, and use created evaluation tools that capture personnel’s capabilities.
- Drives, operates, and maintains ?refighting apparatus and equipment on an assigned basis; operates pumps; uses ladders, axes, shovels, and other ?re fighting equipment. Responds to automobile accidents, rescue calls, and administers emergency medical aid to victims as required.
- Responds to ?re alarms; locates and extinguishes fires with suppression equipment; helps to lay and connect hose; operates hose nozzles and directs fog and water streams; participates in rescue and salvage operations; cleans and prepares ?re ?ghting equipment for re-entry service; may assist in conducting ?re inspections.
- May assist in conducting major and minor fire-cause investigations and preliminary investigations at the scenes of fires; administers first-aid to persons; may appear as a witness in court for fire-related and/or arson charges.
- Follows standard operating guidelines.
- Participates in a continuing program of training and instruction and attendance at scheduled training drills and classes. Some training classes may require travel and overnight stays.
- This position is second to the Fire Captain, and this position may act as the shift Captain in the Captain’s absence.
- Performs assignments and instructions in accordance with Departmental rules and regulations, which are provided in general terms by a superior officer who reviews work methods and results through reports, observations, and discussions.
- This position shall supervise and be responsible for the Fire substation, supervise assigned staff, be responsible for their assigned shifts' training, and function as the shifts' training officer. Shall work with the other shifts Senior Engineers and Captains to create a department training plan, shall understand and be able to create objectives for all training, create lesson plans to meet objectives, create evaluation tools for training that are correlated to NFPA standards, department procedures, and/or medical best practices.
- Provides assistance to fellow employees and officers as needed.
- May direct traf?c as required at emergency scenes or other non-emergency traf?c during special events such as parades and festivals.
- Receives, reviews, and processes various reports and records, including vehicle maintenance records, pre-fire plans, etc., prepares and processes incident reports, wreck reports, personal training reports, fire reports, etc.
- Operates, utilizes, and maintains a variety of firefighting and communication equipment and tools, including fire apparatus, radios, cameras, computers/tablets, fire trucks, rescue trucks, firehouses, air packs, etc.
- Performs various support functions, including confined space entry/rescue for other agencies and city departments.
- Provides fire, medical, and rescue support to special events as needed.
- Performs related work as needed and is willing to perform assigned tasks.
- May be subject to night, weekend, and holiday work.
- May be subject to emergency recall.
- Maintain proficiency in all aspects of firefighting training as required; attend routine and regular firefighting training and recertification courses/training as required or requested.
- Adheres to all established OSHA, departmental, and city/administrative policies, guidelines, safety, and housekeeping standards to accomplish the mission of the City of Clinton and the Fire Department. Ensure such standards are not violated.
- Must successfully possess and maintain Medical 1st Responder Certification and IFSAC or ProBoard Driver Operator from a certifying entity within one year of hire date.
Minimum Qualifications, Knowledge, Skills, and Abilities
Minimum Qualifications (NOTE: At the discretion of fire department administration, some qualifications may be deferred, but must be obtained within one year of the date of hire or promotion.)
- Requires a minimum of a four-year high school diploma or GED from an acceptable, accredited high school. (Note: Most “internet” high school diplomas are not acceptable. The City of Clinton reserves the right to accept or deny any certification submitted on a case-by-case basis.)
- Possess or be able to possess and maintain certification as an IFSAC or ProBoard Fire Officer I
- Possess or be able to possess and maintain certification as an IFSAC or ProBoard Fire Instructor I
- Possess or be able to possess and maintain certification as an IFSAC or ProBoard Firefighter II.
- Possess and maintain a valid South Carolina Driver’s License and be able to obtain and maintain a Class E status.
- Possess and maintain Medical Fire Responder Certification (DOT/Red Cross training)

- Must be able to pass all physical and psychological demands of the position, to include a pre-employment physical, Self-Contained Breathing Apparatus Fit Test, drug screening, and criminal history background checks.

Physical Demands of Position
- Must be physically able to operate a variety of fire equipment and tools, including fire apparatus, rescue/extrication, two-way radio, ladder, hose nozzle, etc.
- Must be able to wear firefighting protective clothing, a self-contained breathing apparatus, and carry certain firefighting equipment simultaneously.
- Must be physically able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly. Failure to maintain physical ability and fitness to successfully and safely perform the requirements of this position may result in discontinued employment.
- Ability to lift, carry, push, pull, or otherwise move objects to include non-responsive human beings. Physical demands at times exceed those of sedentary work and are extremely strenuous.
- Work involves sitting or standing, climbing (ascending or descending ladders, stairs, ramps, poles), balancing (maintaining body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery surfaces), and handling (seizing, holding, grasping, turning) for long periods of time.
- Employee is exposed to computer screens, other electronic communication screens, and equipment.
- The position requires the use of various pieces of personal protective equipment, including, but not limited to, a self-contained breathing apparatus (SCBA) and full- or half-face respirators, which all require medical clearance. Failure to maintain the required medical clearance to successfully and safely perform the requirements of this position may result in discontinued employment.
Working Conditions
- Working conditions are limited to inside office settings and mostly outside, in a variety of conditions. Some conditions include, but are not limited to, immediately dangerous to life and health environments, extreme heat and heated environments, sun, darkness, rain, snow, sleet, wind, and other weather and climatological-related conditions.
- The work schedule is normally 24 hrs. on and 48 hrs. off, but some overtime may be required to meet minimum staffing requirements and support emergency operations.
- This position’s location shall primarily be at the Fire Sub-Station, and at the discretion of the Shift Fire Captain.
- Position is subject to emergency condition recall at any time and may be required to provide support to other departments in an emergency.
- This position is a Safety-Sensitive position subject to ongoing random drug screening.
- Risk exposure of injury or disease in this position ranges from minimal to extreme, including life-threatening working conditions.
Supervision Exercised
This position is second to the Fire Captain and may act as the shift Captain in the Captain’s absence, and normally exercises supervision of subordinate staff when personnel are assigned to work their shift at the Fire Sub-Station.

Reports to and is supervised directly by the Shift Captain or other assigned supervisory personnel.
