General Definition of Work
The Fire Marshal is directly responsible for controlling, coordinating, and supervising the Fire Prevention Division. Promote public safety through implementing and enforcing of laws, codes, and ordinances related to fire and life safety, plan review and inspection of new construction, fire inspection, public education, fire investigation services, and emergency preparedness, all to reduce community risk. Provides direct supervision of professional-level staff such as inspectors, public education specialists, fire investigators, etc., and indirect supervision of clerical and other technical positions or contracted employees. Exercises discretion and independent judgment concerning assigned duties. Work is under the general guidance and direction of the Fire Chief or designee.
Essential Functions

Directs professional staff under direct supervision; provides indirect supervision of clerical and other technical positions or contracted employees. Provides training, planning, assigning, directing work, evaluating performance, addressing complaints, and resolving problems.
Prepares reports, memos, notices, e-mails, instructions, and other written correspondence (both intra- and inter-departmental) including press releases and council communications.
Communicates with superiors to update them on key issues, progress towards goals, and obtain their support and approval; makes recommendations to assist management in implementing necessary improvements.
Coordinates with Building Officials for Fire-related code review and approval of occupancy permits and business licenses, planning and zoning, other public officials, various agencies, and professional organizations in related fields.
Maintains data and records regarding fire inspection or prevention activities and prepares various reports regarding fire inspection or prevention as required.
Conducts or organizes training for personnel in fire code enforcement when requested.
Delegates duties, tasks, and authority to other staff members
Responds to complaints regarding fire and life safety code violations and fire hazards.
Assists in a research and advisory capacity regarding fire protection and fire investigation; provides technical reports and assistance to the department on these issues; provides an official interpretation of the fire codes.
Issues warnings and citations for fire and life safety code violations.
Supervises issuance of permits by the adopted Fire Code.
Maintains positive working relationships with internal and external customers.
Forecasts future community fire and life safety needs, coordinate functions and activities, establish priorities, and implement mitigation through education, engineering, and enforcement.
Recommends and develops proposed fire prevention policies, procedures, and codes.
Responds to complex emergency incidents to investigate fires of suspicious or undetermined causes and supervise programs for fire origin and cause by fire investigator team members.
Review construction documents and approve construction permits for installing fire hydrants, fire sprinkler systems, fire alarm systems, and other fire and life safety systems.
Provides public education in fire prevention, including giving talks, demonstrations, and presentations before community groups, and other organizations or institutions.
Participates in training classes and other continuing education opportunities to maintain certifications and stay current with industry standards.
Directs and oversees plan reviews and inspections of facilities storing or using hazardous materials to ensure compliance with codes, ordinances, and regulations.
Operates a variety of office equipment, computer programs and communications equipment.
Participates in determining departmental goals and objectives; establishes priorities for goal accomplishment; monitors and evaluates overall performance and progress.
Acts as Liaison to other City departments to provide advice and input on codes, engineering, public works, special events, etc.
Assists in budget preparation, purchasing and varied fire prevention service administrative functions.
Develops pre-fire plans and coordinates plans with Emergency Management, emergency medical personnel, and law enforcement personnel.
Reviews and develops fire and life safety codes, ordinances, and policies to ensure a reasonable degree of fire and life safety exists according to federal, state, and local laws.
Secures grants for community risk management programs.
Responds to and may assist in a command role at Fire, Rescue, or Hazardous Materials emergencies.
May provide expert testimony in court as to the origin of fires during arson trials.
Performs other related duties as assigned.
Operates and maintains motor vehicles or other work-related equipment requiring a valid Driver License.
Minimum Qualifications
Associates degree with coursework in Fire Science, Fire/Public Administration, Fire Protection Engineering, or related field and (5) years of progressive experience in fire service with at least three (3) years of experience in fire prevention involving code enforcement, public education, instructional techniques and methodology or equivalent education/experience.
Special Qualifications
Possession of (NFPA) 1001 Firefighter I and II certifications issued by the Office of the Arizona State Fire Marshal, Arizona Center for Fire Service Excellence, or other state or federal NFPA equivalent at hire.
Possession and maintenance a current First Aid and CPR Card at hire.
Possession of and ability to maintain International Code Council (ICC) or IFSAC Fire Inspector I & II certifications or equivalent at hire.
Possession of Fire Instructor I and II certifications at hire.
Must meet requirements of NFPA 1582 standards.
Must meet and maintain all training and education requirements for position.
Valid Driver License of appropriate class.
Special Qualifications Required (within one (1) year of hire)
Obtain National Incident Management (NIMS) Training 300 and 400.
Completion of International Association of Arson Investigators (IAAI) Fire Investigation through IAAI or NFA Investigation course or equivalent.
Special Qualifications Required (within two (2) years of hire)
Possession of and ability to maintain International Code Council (ICC) Fire Plans Examiner Certification.
Possession of and ability to maintain International Code Council (ICC) Fire Marshal Certification.
